This is How to Disable the Screen Tips in IE.
Go to Start
And type in gpedit.msc in XP you first need to open Run.
And press enter
Now go to
User Configuration
Administrative Templates
Start Menu
Taskbar
Select Remove Balloon Tips on Start Menu items
Right click
Select Properties
Select Enable and hit OK.
Close gpedit and reboot your system.
